About the Utility Administration
The Utility Administration department is
responsible for the billing and collection of water, sewer,
drainage, and solid waste receivables in a timely and accurate manner. Our mission
is to provide professional customer service at all times, and to
provide accurate and timely services to the citizens of Copperas Cove for billing
questions, concerns, connects, disconnects, and transfers.
The billing processed followed by the City's
Utility Administration Department is specifically set out by
ordinance adopted by the City Council. If you wish to review these
procedures as they are laid out by local legislation, you may obtain

Water meters are read on a monthly cycle
determined by the
neighborhood in which you live. Each cycle has 15 days from the

Alternate Methods of Payment:
A return envelope is provided for payments that
are remitted by mail. Payments may be remitted in person at the
Utility Administration building in the lobby or at the drive-thru
window. The City also provides a locked drop box for your
convenience located in the front of the building. If you decide to
utilize the drop box, which is available at all times, please make
your payment either by check or money order and be sure to include your bill stub. The
Utility Administration Department receives payments made with cash,
by check, by credit or debit card (VISA, MasterCard, or Discover),
or by money order. You can also make your payment by having your
bank account or credit card drafted or online at
Problems or concerns: If you have any problems
with your utility bill, please contact the Utility Administration
Department immediately. The following list of phone numbers should
assist you in obtaining assistance. The normal work hours of the
Utility Administration Department are 8:00 a.m. to 5:00 p.m. Monday

If you wish to disconnect your service, you may either come into the Utility Administration office or phone in your
request. Worker orders for disconnects may be done up to five working days in advance.
If you wish to transfer your service from one Copperas Cove address to another, you must come into
the Utility Administration office. Transfers require one photo I.D. There is a $25 service charge
that is billed on the last billing of the old address. You may have your utility service connected
at both residences for no more than 10 business days. A copy of your lease or closing papers for
your new address may be required.
The City of Copperas Cove requires a deposit to be made on each of its utility accounts. The amount of your deposit is determined by your residential classification and water meter size.

Connecting New Service
The City of Copperas Cove provides water, sewer drainage and solid waste services. Applications for utilities are made at the Utility Administration office located at 305 S Main Street.
To establish your utility services we require the following documentations:
A). Applicants must show a government issued photo ID to initiate service.
B). Proof of social security number and proof of ownership of the property or lease before the new service can be activated.
C). Applicants must be submitted by the responsible party, Parents, siblings or any other interest party cannot activate service on behalf of another person unless they have a valid POA (POWER OF ATTORNEY) in addition to documents listed in section b. for both the attorney in fact as the account holder.
D). Deposit (please refer to the Fee Schedule)
If the water service is currently off, it is the responsibility of the resident
to make sure that all water sources inside or outside of the home are off at
the time the water is turned on. If the water meter shows that a water source is on,
it will be turned off to avoid any flooding.
The City of Copperas Cove is not responsible for any damages caused by flooding due to the negligence of the resident.
